Assignment Title: Consulting services «Development of the reinsurance program»

Component 3 of the project «Enhancing Resilience in Kyrgyzstan (ERIK)»: Enhancing Financial Protection and Insurance Against Natural Disaster Risks.

Responsible agencies: the Financial Market Regulation and Supervision Service under the Ministry of Economy and Commerce of the Kyrgyz Republic and the State Insurance Organization OJSC.

The main objective of the Component is to support the efforts of the Government of the Kyrgyz Republic in reducing the financial impacts of emergencies.

To support the Government of the Kyrgyz Republic, the State Insurance Organization (SIO), and any future potential collective insurance pool to design and implement a financially sound, phased, and fit-for-purpose outward reinsurance strategy. This is aimed at enhancing the financial protection of the national mandatory disaster insurance program by meeting solvency capital requirements, reducing the reliance on government budgets and implicit guarantees, and mitigating fiscal risk from large-scale disaster events.

The consultant will deliver technical and advisory services on developing a reinsurance strategy to enhance the financial sustainability of the compulsory insurance program for residential buildings against natural disasters.

The start of the assignment is scheduled for April 2026. The expected duration of the assignment is approximately 7 months after the contract is signed with the selected Consultant and 12 months of advisory support after completion of the main contract.

The estimated budget for the assignment, excluding taxes, shall not exceed USD 135,000.00.

The project "Enhancing Resilience in Kyrgyzstan" invites eligible consulting companies (Consultants) to express their interest in providing services: Development of the reinsurance program.

Interested companies must provide information confirming their qualifications and relevant experience in providing services. At the Expressions of Interest stage, the Consultant must meet the following minimum requirements:

  • Experience in insurance and/or reinsurance management: Proven experience in completing at least two (2) similar projects over the past 5 years related to developing reinsurance strategies for national-level insurance programs.
  • Proven experience in interacting with government agencies, financial regulators, or state insurance organizations.
  • Experience in analytical and methodological support of insurance and reinsurance processes: Proven experience in at least two (2) projects involving the assessment of reinsurance structures, development of outward reinsurance strategies, preparation of market‑engagement materials for reinsurers and brokers, and/or the design of institutional and operational frameworks for reinsurance procurement and implementation.

After evaluating the received expressions of interest from consulting companies, only the most qualified company (with the highest score) will be invited to submit technical and financial proposals. Key people will not be assessed at the expression of interest stage.

Consultants should pay attention to paragraphs 3.14, 3.16, and 3.17 of Section III of the World Bank's Procurement Regulations for IPF Borrowers issued in July 2016, revised in February 2025 (Procurement Regulations), which set out the World Bank's policy on conflict of interest.

Consultants may associate with other companies to expand their qualifications, but must clearly state that the association is in the form of a joint venture and/or sub-consultants. In the case of a joint venture, all partners in the joint venture must be collectively or individually responsible for the implementation of the assignment.

The consultant will be selected in accordance with the CQS - selection based on the qualifications of the consultant specified in the Procurement Regulations.
