Name tasks: Financial audit of the Program for the period from 2025 to Program closing (2025-2026-2027) of both Components

Reference number (according to the Procurement Plan): CS-6.1 - LCS

The Government of the Kyrgyz Republic has received funding from the World Bank for the implementation of the Primary Health Care Quality Improvement Operations - Additional Financing Project and intends to use part of the funds for consulting services.

Scope of Services (Brief): The purpose of this assignment is to conduct an independent financial audit of the activities under the main Project and additional financing. The consultant will verify:

  • The auditor's responsibilities regarding fraud in an audit of financial statements.
  • Consideration of Laws and Regulations during the Audit of Financial Statements;
  • Informing persons responsible for corporate governance and management about deficiencies in the internal control system;
  • Information interaction with persons responsible for corporate governance;
  • Audit procedures in response to assessed risks;
  • Features of the audit of an organization using the services of a service organization.

Expected completion period: in four stages, according to the schedule:

  • From January 1, 2025, to December 31, 2025, until September 15, 2026.
  • From January 1, 2026, to June 30, 2026 (including the grace period until December 31, 2026), until February 28, 2027.
  • From September 1, 2025, to December 31, 2026, until September 15, 2027.
  • From January 1, 2027, to June 30, 2027 (including the subsequent grace period until October 31, 2027) – until December 31, 2027.

Selection Criteria (Shortlist): The PIU under the Ministry of Health of the Kyrgyz Republic invites eligible consulting firms (“Consultants”) to express their interest in providing these services. Interested firms must provide information confirming that they have the necessary qualifications and relevant experience:

  1. General experience: At least 5 years of experience in auditing and consulting in the Kyrgyz Republic.
  2. Technical potential: Availability of qualified specialists (auditors, experts) on staff with at least 3 years of experience.

Note: Key expert CVs are not required at this stage and will not be assessed.

Legal Framework: The attention of interested Consultants is drawn to Section III (paragraphs 3.14, 3.16, and 3.17) of the Procurement Rules for IPF Borrowers, which sets out the World Bank's conflict of interest policy.

Selection Method: The Consultant will be selected in accordance with the LCS (Least Cost Selection) method as described in the Procurement Rules.
