REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTANT SERVICES: SELECTION OF FIRMS)

Background 

The Kyrgyz Republic has received financing from the Islamic Development Bank (IsDB), including resources from the Islamic Solidarity Fund for Development (ISFD) and a Global Partnership for Education (GPE) grant administered by IsDB, toward the cost of the Joint IsDB/ISFD/GPE "SMART-ED" Project ("the Project"). The Project is implemented by the Ministry of Education (MoE) and aims to improve access to and quality of inclusive learning opportunities for all children in the Kyrgyz Republic.

The Ministry of Education intends to apply part of the proceeds of this financing to payments under the contract for consulting services to engage a qualified firm to provide Technical Supervision (Construction Supervision) services during the implementation of repair and construction works for the Project's educational facilities.

Scope of Services

The assignment covers thirty-two (32) project facilities distributed across six (6) regions of the Kyrgyz Republic:

  • Chui Region — 6 sites
  • Osh Region — 12 sites
  • Issyk-Kul Region — 7 sites
  • Talas Region — 2 sites
  • Jalal-Abad Region — 3 sites
  • Batken Region — 2 sites

The consultant (Independent Engineering Organization / Technical Supervision Company) will provide construction supervision services to ensure that works are executed in accordance with approved design and estimate documentation, construction norms and regulations (SNiPs) of the Kyrgyz Republic, contractual requirements, and applicable environmental, occupational health and safety, and social requirements. Key tasks include (refer to the Terms of Reference for details), inter alia:

  • Preliminary review of design and estimate documentation for facilities and proposing necessary adjustments for approval (as applicable);
  • Continuous on-site supervision and quality control of construction and installation works;
  • Verification and acceptance of volumes and quality of completed works, including review of contractors' certificates and supporting documents;
  • Monitoring the contractor's compliance with permitting requirements, OHS, and environmental protection measures at site;
  • Issuing written instructions/notices for defects or unauthorized deviations, and promptly informing the PIU of material breaches;
  • Review and acceptance of as-built documentation (including concealed works reports and as-built drawings/diagrams);
  • Monthly progress reporting for each facility and final reporting, as required;
  • Coordination with designers, contractors, and relevant state authorities; participation in inspections by regulatory bodies.

The duration of services will correspond to the implementation period of the construction works contracts, and will also include supervision during the defects liability period (DLP), as determined in the contractors' contracts.

The Ministry of Education of the Kyrgyz Republic now invites eligible consulting firms ("Consultants") to indicate their interest in providing the services. Interested firms must provide information demonstrating their qualifications to perform the services (e.g., similar assignments, relevant experience, organizational capacity to manage multiple sites, and legal eligibility/authorization to provide technical supervision services in the Kyrgyz Republic).

Consultants may associate with other firms to enhance their qualifications (in the form of a joint venture (JV) or as sub-consultants). In the case of a JV, all partners shall be jointly and severally liable for the entire contract, if selected. Only the experience of the lead firm and JV partners will be considered during shortlisting (the experience of sub-consultants will not be evaluated).

Shortlisting Criteria 

The shortlisting will be based on the following criteria:

I. Corporate Experience and Similar Assignments (Single Criterion):

  • At least six (6) years of experience in providing technical/construction supervision services.
  • At least two (2) similar contracts successfully completed within the last three (3) years, of which at least one (1) — supervision of educational facilities (schools, kindergartens, boarding schools, educational institutions), public buildings, or social infrastructure.

II. Multidisciplinary Scope and Scale:

  • Availability of multidisciplinary engineering personnel (team leader, 6 civil engineers, cost estimator engineer, electrical engineer, water supply and sanitation engineer, heating and ventilation engineer, fire alarm and low-current systems engineer, health and safety specialist, assistant) — at least 9 specialists available for deployment.
  • Organizational capacity to manage supervision of 32 facilities across 6 regions.

III. Regulatory and Institutional Capacity (to be demonstrated with supporting documents):

  • List of implemented projects in the territory of the Kyrgyz Republic.
  • Availability of certified engineers (at least 3) with certificates of advanced training in the Construction Standards and Regulations (SNiPs) of the Kyrgyz Republic.
  • Documented experience of interaction with regulatory authorities (at least 2 projects).

IV. Experience with Projects Financed by International Financial Institutions (IFIs) / Multilateral Development Banks (MDBs):

  • Is considered an advantage (not a mandatory requirement).

Key Experts will not be evaluated at the shortlisting stage.

Documentation to be Submitted

Interested Consultants are invited to submit an Expression of Interest, including, at a minimum, the following information and supporting documents:

  1. Cover letter.
  2. Brief firm profile (recommended maximum 10 pages).
  • Certificate of incorporation/business registration, and a valid license/authorization to provide technical supervision / independent engineering organization services in the Kyrgyz Republic.
  1. Audited financial statements for the last three (3) financial years. Financial capacity is not a pre-selection criterion. The financial statements are provided for informational purposes and to confirm solvency.
  2. List of relevant assignments carried out during the last three (3) years, indicating for each: project title, client, financing institution, contract value, duration, number of facilities, and the firm's role.
  3. Organizational capacity statement describing the approach to managing multiple sites and ensuring quality/OHS/environmental control. 

Only the information submitted in the Expression of Interest will be considered for shortlisting.

Conflict of Interest 

The attention of interested Consultants is drawn to paragraphs 1.12.1 and 1.12.2 of Part 01, Chapter 01 of the IsDB Guidelines for the Procurement of Consulting Services under IsDB Project Financing (April 2019, revised February 2023), available at: https://www.isdb.org/project-procurement/documents

Selection Method 

A Consultant will be selected in accordance with the Least-Cost Selection (LCS) method through a shortlist of domestic/national firms, as set out in the IsDB Procurement Guidelines.

The minimum technical score for qualification to the financial proposal evaluation stage is 75-80 out of the maximum possible score (the exact score will be determined in the Request for Proposals (RFP)).

Shortlisted firms will be invited to submit technical and financial proposals. Only firms that achieve the minimum technical score will be considered for financial evaluation. The contract will be awarded to the firm with the lowest evaluated financial proposal among those that passed the technical threshold.

Submission of Expressions of Interest

Expressions of Interest must be submitted in Russian or English. Documents in other languages must be accompanied by a translation.

  • In hard copy: 2 copies (original and copy).

Submission: to the main address with a copy to the second address. Failure to copy shall not be grounds for rejection, provided that the submission is received at the main address.
