Accountant/Finance Officer

The Embassy of Switzerland in the Kyrgyz Republic is hiring as of 01.03.2026 an Accountant / Finance Officer (100%)

The Accountant and Finance Officer will be responsible for maintaining the accounts of the Embassy and for ensuring correct financial bookkeeping for all the Embassy’s activities. He/she will provide financial and operational support to project partners within the framework of the Swiss Cooperation Programme in the Kyrgyz Republic, under the supervision of the Chief of Finances, Personnel, and Administration, to ensure consistent service delivery.

Responsibilities and Tasks:

Accounting, contracting

  • Maintenance of accounting records for Embassy expenses, as well as for cooperation projects
  • Management of Embassy cash and petty cash control
  • Daily Preparation of payment orders and execution of payments
  • Coordination with local banks on all operational and transactional matters
  • Preparation of monthly payroll and tax reports, including income tax, social taxes, and VAT
  • Preparation of quarterly and annual financial statements
  • Preparation of monthly bank reconciliations
  • Processing of financial documentation and maintenance of an internal expenditures control system
  • Preparation of contracts with local and international partners; review both Embassy and project budgets
  • Monitoring of financial planning, disbursement plans, and contract implementation
  • Analysis and review of financial and audit reports from project partners and local contractors
  • Providing support to internal and external auditors and preparing the necessary documentation for audits
  • Providing administrative support to the Chief of Finances, Personnel, and Administration in HR-related matters, including payslips, staff records, contracts, and internal documentation

Project cycle management (PCM)

  • Quality assurance of internal documentation, tender documents, and project documents
  • Implementation of procedures and rules related to administrative, financial, and operational matters
  • Participation in tenders and Partner Risk Assessments for projects
  • Involvement in the External Transfer credit reviews of projects
  • Coaching and support to partners where necessary

Requirements

  • Higher education in accounting, finance, economics, or other related fields 5 years of relevant accounting and financial management experience is required (experience working on development projects and international organizations is an asset)
  • Professional qualifications such as CAP, CIPA, or ACCA are preferred
  • Proficiency in office software packages (MS Office, SAP, accounting systems)
  • Experience inthe  financial management of cooperation projects is an asset
  • Fluency in English and one of the state / official languages
  • Strong planning and organizational skills, with the ability to prioritize and handle multiple tasks, often under considerable time pressure
  • Excellent communication skills and the ability to work in and contribute to an intercultural team
  • Strong sense of responsibility, high learning ability, loyalty, and flexibility
