Country Representative for Kyrgyzstan

POSITION SUMMARY:

Under the direct supervision of the Regional Director for Eurasia, the Country Representative is responsible for the overall oversight and management of all ICAP activities in Kyrgyzstan, including daily supervision of technical and operations/finance-administrative staff and program reporting to the regional office of ICAP. As the lead representative of ICAP in Kyrgyzstan, the Country Representative ensures that all actions of the country-based teams are consistent with ICAP goals in support of the national Ministry of Health.

The Country Representative also acts as the General Manager and a signatory for a local CIP representative office in Kyrgyzstan and is responsible for the overall oversight and management of ICAP operations in Kyrgyzstan, including daily supervision of technical, operations and finance staff as well as program reporting.  

MAJOR ACCOUNTABILITIES:

  • Oversees and coordinates planning and implementation of all ICAP’s technical activities in Kyrgyzstan;
  • Acting as a General Manager, oversees operational and fiscal management and acts as a signatory for local CIP representative office in Kyrgyzstan.
  • Manage the administrative, financial and logistical aspects of Kyrgyzstan country program;
  • Strategically builds and leverages strong, effective relationships with the Ministry of Health and its entities, relevant medical facilities, local NGOs, USG representatives including CDC, and other relevant international donors and partners.
  • Conducts routine monitoring of ICAP interventions, develops and oversees implementation of recommendations on quality improvement, including data quality.
  • Coordinates country-level data collection and quality assurance.
  • Participates in proposal development and project activation;
  • Develop and submit monthly project reports; coordinate country-level data collection and quality assurance for ICAP quarterly and annual reports;
  • Jointly with the regional team members, directly supervises program specialists. Jointly with the CFO directly supervises the Director of Administration and Finance in Kyrgyzstan. Organize, manage and conduct monitoring and evaluation of agreed capacity building and assessment activities;
  • Ensures compliance with ICAP and Columbia University policies and procedures, donor regulations and requirements, and local laws.
  • Performs other related duties as directed.

EDUCATION: Medical Doctor degree and/or advanced degree in public health required, epidemiology or related field is required. 

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:

  • At least 10 years of applied practical experience in the field of public health practice and research in Kyrgyzstan.
  • At least 5 years of increasingly responsible senior-level experience managing USG-funded health programs, including budget and fiscal oversight responsibilities.
  • In-depth knowledge of public health sector actors, including program leaders, government representatives, and in-country personnel in Kyrgyzstan.
  • Technical experience in HIV, strategic information, including M&E reporting and dissemination systems, epidemiological surveillance and/or global health security.
  • Proven experience in leading programs from conception to implementation and close-out.
  • Proven experience leading, developing and capacitating diverse multi-cultural teams.
  • Sound knowledge of budget processes and management.
  • Exception problem-solving skills and analytical capabilities.
  • Demonstrated successful experience in developing productive working relationships with counterparts in other agencies and organizations.
  • Flexibility, patience, and a willingness to work long hours and travel.
  • Demonstrated ability to work independently, transparently and responsibly.
  • Ability to meet competing priorities and deadlines simultaneously.
  • Excellent interpersonal skills and the ability to work effectively with staff at all levels.
  • Written and oral fluency and excellent presentation skills in Kyrgyz, Russian and English. 

TRAVEL REQUIREMENTS: 

Job requires approximately one-two trips every quarter within Kyrgyzstan, as well as approximately one international trip every year lasting from three to five days each.
