OJSC "Electric Power Plants" announces the recruitment of the Deputy Head of the Project Implementation Unit/ Project Coordinator under the Uch-Kurgan HPP modernization project
Project "Modernization of the Uch-Kurgan HPP" financed by the Asian Development Bank (ADB), Deputy head of PIU/Project coordinator (individual consultant)
The objective is to support the OJSC “Electric Power Plants” (EPP) PIU-Uch Kurgan in the effective and timely execution of the project. The individual consultant will work for EPP PIU-Uch Kurgan and will be responsible for managing and coordinating activities within the Modernization of Uch-Kurgan HPP project, in compliance with the terms set forth in Loan and Grant agreements between the Kyrgyz Republic and the ADB. He/she will report to the PIU-Uch Kurgan manager.
The expert will be hired full-time for an initial period of 12 months with the extension anticipated until the completion of the project, subject to the expert’s satisfactory performance.
Primary place of work: Bishkek, Kyrgyz Republic, with regular site visits to Uch-Kurgan HPP. The primary work location may be changed to Kara-Kul or Shamaldysay based on the proposals received from qualified candidates residing in the respective areas of the Kyrgyz Republic, and subject to the consent of the nominated candidate.
Tasks:
- Ensuring the effective functioning of the Project Implementation Unit;
- Support in the coordination and management of the projects implemented by the PIU;
- Coordinate implementation/completion of project tasks on time to achieve planned results at key stages of project implementation and propose corresponding adjustments, if necessary;
- Contribute to the development and maintenance of detailed project implementation plans, schedules, and work breakdown structures
- Mentoring and assisting the PIU staff in preparing various documents related to all aspects of project implementation (procurement, contract management, financial management and disbursements, social and environmental issues, logistics, interaction with governmental authorities, etc.);
- Manage and support project procurement processes (preparation of tender documents, bidding, opening of bids, evaluation, awarding contracts, signing contracts, etc.);
- Monitor contract performance, ensure timely delivery of goods, execution of works, and completion of services;
- Ensuring timely and full implementation of contractual obligations by the Employer within the contractual scope;
- Liaise with contractors, consultants, and suppliers to track performance against technical specifications and milestones;
- Continued analysis of the project activities to identify risks and propose timely mitigation measures, including adjustments in scheduling, scope, or procurement approach, etc.
- Support the preparation of project budgets, forecasts, and disbursement projections;
- Ensure technical documentations are duly presented in full set before payment procedures;
- Ensuring coordination and cooperation of PIU with the related technical, maintenance and administrative personnel (departments of the Head office) of the OJSC Electric Power Plants and its branches;
- Ensuring the compliance of implemented activities and project components with the terms established in the funding agreements between the Kyrgyz Republic and ADB;
- Preparation of corresponding project monitoring reports in accordance with the standards and requirements of project donors – ADB;
- Ensure that environmental and social safeguards are implemented in line with ADB’s Safeguard Policy Statement (SPS).
Qualification:
- University degree in management, engineering, law, or economics, or closely related field. – 20%
- At least 5 years of general experience in the implementation of projects financed by ADB, WB, or other similar institutions. Experience in the energy sector is an advantage. – 30%
- At least 2 years of proven experience in managing and/or coordinating Project Implementation Units involved in externally funded projects (e.g. those funded by ADB, WB. etc). – 35%
- Advanced level of English proficiency to effectively perform the tasks and responsibilities outlined in the TOR, as well as to handle daily business correspondence. – 15%
