Core tasks
In your role you are responsible for the technical, substantive and organizational implementation of a project’s measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission’s outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
You perform the tasks assigned to you by your line manager, where required.
Main activities
For Green Skills:
- Liaison with the private sector in the Water and Waste Management sectors, notably with business associations and various relevant enterprises, ranging from well-established companies to newer start-ups;
- Advising the project stakeholders in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan as well as the TVET advisors of the programme on technical aspects in the areas of water and waste management for the professional trainings and courses;
- Building up and maintaining good partner relations with all programme stakeholders such Ministries responsible for TVET/Higher Education, Economy, Water and Waste Management as well as TVET institutions and training providers in Central Asia;
- Analysing the regulatory framework and advising the stakeholders on market developments in Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, new (international) standards and technologies including digitalization in the above-mentioned green sectors and their effect on national and regional labour markets and training needs;
- Preparing or revising technical documents for curricula and training programmes;
- Identifying opportunities and advising the stakeholders across the region on setting-up PPPs between companies (or sector associations) and educational institutions on green skills and green jobs;
- Contribute to regional knowledge exchange and documentation of good practices and lessons learned. Document the knowledge developed during the implementation of the programme and provide access to data at the regional level for the programme team and for other GIZ colleagues, if needed;
- Support the planning and delivery of capacity development measures (e.g. trainings, workshops, study tours).
For Green Cities:
- Provide technical and policy advice in Kyrgyzstan, Tajikistan and Uzbekistan to national and local partners on sustainable and climate sensitive urban water supply, wastewater management, and municipal solid waste management;
- Support the design, implementation, and upscaling of pilot projects in areas such as wastewater reuse, and waste separation/recycling, nature-based solutions for drainage and flood prevention;
- Accompany processes to improve regulatory frameworks, planning instruments, and investment planning for urban water and waste services;
- Facilitate dialogue and coordination among key stakeholders including ministries, municipalities, utilities, academia, and civil society;
- Support the planning and delivery of capacity development measures (e.g. trainings, workshops, study tours);
- Contribute to regional knowledge exchange and documentation of good practices and lessons learned.

Qualifications and specialist knowledge
- University degree in engineering, environmental science, economics, or similar field, ideally with a focus on water or waste management;
- At least 5 years of professional working experience in water or waste management sector;
- Deep understanding of issues related to climate change, green economy as well as (international) industry norms and standards in green sectors, asd well as knowledge of current and emerging developments and trends within the area of expertise;
- Solid knowledge and experience in advising and capacity development measures;
- Solid knowledge of and existing networks in the water and/or waste management sector in Central Asia;
- Knowledge of structures and approaches in improving qualifications in green sectors is an asset;
- Experience in an international working environment is an asset;
- Very good working knowledge of ITC technologies and software such as MS Office;
- Fluent written and oral knowledge of English and Russian. Knowledge of Kyrgyz and German is advantageous;
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Duty Station is Bishkek.
Contract term is till 30.04.2028.
