OJSC "Electric Power Plants" announces recruitment of the Environmental mitigation expert under the Uch-Kurgan HPP modernization project.
Project "Modernization of the Uch-Kurgan HPP" financed by the Asian Development Bank (ADB) Environmental expert (Individual consultant)
The objective is to support the OJSC “Electric Power Plants” (EPP) PIU-Uch Kurgan in the environment, health, and safety and social aspects. The individual consultant will work for EPP PIU-Uch Kurgan to ensure that all safeguards tasks are being implemented effectively and as per project implementation schedules and will report to the PIU-Uch Kurgan manager.
The expert will be hired for an initial period of 12 months, with the extension anticipated until the completion of all safeguard tasks (tentatively December 2027), subject to the expert’s satisfactory performance.
Primary place of work: Bishkek, Kyrgyz Republic, with regular site visits to Uch-Kurgan HPP. The primary work location may be changed to Kara-Kul or Shamaldysay based on the proposals received from qualified candidates residing in respective areas of the Kyrgyz Republic, and subject to the consent of the nominated candidate.
Tasks:
- Review and endorse the environmental section of periodical project progress reports of civil work contractors, and ensure the quality of their bi-annual environmental monitoring reports (SAEMR) prior to submission to ADB and public disclosure in accordance with ADB Safeguard Policy Statement requirements.
- Supervise the development and monitor implementation of the civil work contractor’s Emergency Response Plan, Health and Safety Plan, Site Specific Environmental Management Plan, Asbestos Containing Materials Management Plan, Social Safeguards Section of Monitoring Reports, and be responsible for quality assurance prior to submission to ADB.
- Coordinate with the EPP’s departments to ensure compliance with all above-mentioned plans;
- Work closely with the safeguard’s team of project implementation consultants in reviewing the technical specifications and operating procedures related to waste management and carrying out the overall supervision of waste disposal.
- Conduct hands-on training of the safeguard’s team of civil work contractors in implementation of safeguard requirements.
- Perform regular site visits including project site, storage area, and the roads used for transportation of equipment to the project site and transportation of oils and other wastes from the project site to the storage and disposal sites, to ensure that all mitigation measures are implemented adequately, and ensure accuracy and completeness of SAEMRs. In case of discrepancies, the consultant shall report immediately to EPP for implementing proper actions to establish compliance with the Environmental Management Plans.
- Supervise, implement, and review the updated Initial Environmental Examination (IEE) as necessary.
- Participate in safeguards-related seminars, workshops, and training sessions carried out by ADB.
- Support preparation and translation of related documents to local language(s).
- Perform any other tasks as may be reasonably requested.
Qualification:
- University degree in the safeguards-relevant disciplines such as ecology, environmental sciences, or social sciences. Alternatively, a degree in fields such as law, economics, engineering, or other related areas may be considered if supported by relevant experience or demonstrated knowledge in safeguard functions. Candidate with training on occupational health and safety is an advantage. – 20%
- At least 2 years of work experience in environmental protection, health, and safety of infrastructure projects. Work experience in environmental protection, health, and safety of infrastructure projects funded by ADB or other international financial institutions (IFIs) is preferred. Experience in the energy sector is an advantage. – 35 %
- Advanced knowledge of national legislation on environment, health, and safety regulation is a must. Knowledge of ADB Safeguard Policy Statement requirements is preferable. – 30%
- Knowledge of the English language at an intermediate level or higher to manage daily business correspondence with consultants, contractors, and other stakeholders, and to supervise and monitor the implementation of ADB safeguards requirements, including site-specific environmental management plans – 15%
