Call for Applications for Finance Manager  

The OSCE Academy in Bishkek is a public foundation, created in 2002 as a result of the partnership between the Kyrgyz Government and the Organization for Security and Co-operation in Europe (OSCE). The OSCE Academy promotes the values and principles of the OSCE through research, undergraduate, post-graduate education, professional trainings, and intellectual exchange.

Under the supervision of the Academy’s Management, the Finance Manager will be responsible for overseeing and managing the financial operations of the institution. S/he will support the Academy’s strategic goals by ensuring sound financial planning, budgeting, and reporting. The Finance Manager will play a key role in maintaining financial transparency and compliance, monitoring expenditures, and optimizing resource allocation. S/he will also contribute to the development and implementation of financial policies and procedures. The Finance Manager reports directly to the Management of the OSCE Academy and works closely with all departments to ensure effective financial management across the Academy. 

Key Duties and Responsibilities

  • Manage the Academy’s financial operations, including planning, accounting, reporting, and budget execution, in alignment with institutional goals and donor requirements;
  • Develop and monitor annual budgets, project budgets, and financial forecasts in coordination with the Academy’s Management;
  • Prepare financial reports for internal use, donors, and auditors; ensure timely submission of interim and final financial statements;
  • Ensure compliance with financial, tax, labor, social, and banking legislation of the Kyrgyz Republic, as well as international financial regulations;
  • Oversee procurement and inventory processes, including participation in relevant commissions and supervision of write-off procedures;
  • Maintain proper financial documentation and archiving processes, ensuring transparency and adherence to internal regulations;
  • Supervise the Finance Department team and coordinate the work of interns assigned to the department.
  • Support audits and verifications by external auditors and OSCE structures, ensuring timely access to financial records and clarifications;
  • Prepare funding proposals, coordinate donor funding processes, and monitor the appropriate use of financial resources;
  • Lead the adaptation and development of financial and procurement policies in line with institutional needs;
  • Ensure accurate and efficient use of financial software tools, including 1C and Microsoft Office applications;
  • Develop regulatory documents related to the financial activities of the Academy.

Candidates for this position should meet the following requirements:

  • Master’s degree in a relevant field (e.g., finance, accounting, economics);
  • At least two years of experience working in international organizations;
  • Strong command of local tax, social, labor, fiscal, and banking legislation, as well as applicable international regulations;
  • Excellent skills in 1C, Microsoft Office, and other financial management software;
  • Ability to handle large volumes of documentation within tight deadlines;
  • Willingness to work under time pressure and perform overtime when required;
  • Proven knowledge of administrative procedures, policy development, and strategic financial planning;
  • Strong leadership, communication, and analytical problem-solving skills;
  • Demonstrated experience in team management and coordination of complex financial tasks;
  • Fluency in English and Russian; knowledge of additional languages is an advantage.
