Kyrgyz Republic hosts international conference on forensic science services

August 25, 2014, Issyk-Kul region, Kyrgyz Republic – Today, at the “Royal Beach” Hotel in the Issyk-Kul region of the Kyrgyz Republic, a one-day International Conference on improving quality of forensic services is held. The Conference has been organized on the initiative of the State Forensics Centre under the Ministry of Justice of the Kyrgyz Republic (SFC KR) within the framework of the UN Office on Drugs and Crime (UNODC) Criminal Justice Program in the Kyrgyz Republic, with the support of the Government of the United States of America.
 
The conference was opened by Mr. Kutmanov Nurbolot Osmonovich, Deputy Minister of Justice of the Kyrgyz Republic; Mr. Dzhumakadyrov Temir, Deputy Secretary of the Defense Council of the Kyrgyz Republic; Ms. Bekbulatova Tolkun, Director of the State Forensic Centre under the Ministry of Justice of the Kyrgyz Republic; Ms. Alexandra Pomeroy, Director, Bureau of International Narcotics and Law Enforcement Affairs, U.S. Department of State, U.S. Embassy in the Kyrgyz Republic; Ms. Vera Tkachenko, UNODC International Project Manager.

The primary aim of the conference is to share best international practices in order to provide better forensic services to the citizens of Kyrgyzstan. In his address to the conference, Mr. Kutmanov Nurbolot Osmonovich, Deputy Minister of Justice of the Kyrgyz Republic, said: “We receive numerous complaints from the judiciary, law enforcement bodies, citizens and legal persons regarding untimely execution of expert examinations that directly violates citizens’ rights to timely access to justice”.

During the conference, forensic experts from Kazakhstan, Kyrgyzstan, Tajikistan, Russia and USA will exchange experiences on quality assurance and harmonization of forensic services, national accreditation systems of accreditation for forensic science laboratories, new trends in forensics and international cooperation. At the end of the conference a final document with recommendations on the modernization of forensic science services in the Kyrgyz Republic will be adopted.

UNODC supports national efforts to strengthen the capacity of the SFC within the framework of its 2014-2016 Integrated Country Programme for Kyrgyzstan. The main objective of the UNODC support is improving the country legislation in the field of forensic expertise, enhancing the forensic experts’ skills and knowledge, strengthening cooperation between this expertise institution and the law enforcement agencies of the country, as well as improving its material and technical basis, including construction of a new building for SFC KR. This work is implemented with generous support of the Government of the United States of America, Bureau of International Narcotics and Law Enforcement Affairs (INL).

Background information: The SFC is the only independent, specialized agency in the Kyrgyz Republic performing practical and scientific research in the field of criminology and forensics.

The main objective of the SFC is to conduct forensic, engineering, and economic expert examinations on the request of law enforcement and judicial bodies during the investigation and consideration of criminal and civil cases.

The SFC conducts 48 types of forensic, engineering, and economic expert examinations based on specialized analytical and scientific research in this area.
