Osh Will Host a Discussion on the Use of Digital Signature

Osh - On May 26, 2016, roundtable discussions on the theme “Raising Awareness of Osh Entrepreneurs on the Use of Digital Signature” will be held at “Sun Rise” Hotel in Osh. The participants will discuss current problems and possibilities for using a digital signature (DS) for interactions of businesses with the government agencies, as well as learn about the legal framework that regulates the use of digital signature. The discussions are organized with the support of the Collaborative Governance Program, funded by USAID and DFID. 
 
After conducting a survey in Osh, Jalal-Abad, and Talas; the Association of Suppliers (Manufacturers and Distributers) together with its partner International Center Interbilim decided to organize this discussion.  The survey identified the need for informational and educational work to raise awareness on the use of digital signature.  State authorities, business, civil society, and media will participate in the meeting. 
 
Optimizing and streamlining the use of digital signatures will improve accessibility as well as increase the availability of public services in electronic format for small and medium-sized businesses and will enable civil society organizations to implement state social procurement through electronic applications. 

Currently, a Government Resolution is being drafted to standardize the use of DS in the Kyrgyz Republic.  This resolution will help entrepreneurs address existing issues such as the lack of a regulation which clearly states that one DS is sufficient in interacting with different government agencies; reduce the potential for corruption between entrepreneurs and government employees; ensure convenient online interaction with authorities providing services; minimize time and financial expenses required for signing documents required for doing business with the Government; and provide applicants with a single point of entry to services in electronic format.

The Collaborative Governance Program (CGP) promotes effective collaboration among civil society, the private sector, and the Government of the Kyrgyz Republic, and the private sector of the Kyrgyz Republic. The Program is funded by the United States Agency for International Development (USAID) and United Kingdom Department for International Development (DFID), and implemented by East-West Management Institute (EWMI).
