REQUEST FOR EXPRESSIONS OF INTEREST: Detailed Design and Supervision Consultant

Background

The Kyrgyz Republic has applied for financing from the Islamic Development Bank (IsDB), the Islamic Solidarity Fund for Development (ISFD), and the Global Partnership for Education (GPE) toward the cost of the Joint IsDB/ISFD/GPE SMART-ED Project. The Project is implemented by the Ministry of Education (MoE) and aims to improve access to and quality of inclusive learning opportunities for all children in the Kyrgyz Republic.

A key component of the Project includes the construction, rehabilitation, and equipment of educational facilities that meet inclusive, sustainable, and climate-resilient design standards. The MoE intends to apply part of the proceeds for the recruitment of a Detailed Design and Supervision Consultant.

Scope of Services

The consulting firm will provide comprehensive technical services for 32 facilities across six regions of the Kyrgyz Republic (Chui, Osh, Issyk-Kul, Talas, Jalal-Abad, Batken).

The scope of services covers three types of facilities:

Type №1: New construction of 2 facilities;

Type №2: Major renovation (capital repair) of 5 facilities;

Type №3: Renovation of 25 pre-school educational facilities.

The comprehensive services encompass the full project cycle and include:

Pre-design preparation and site assessments.

Development of detailed designs and support in obtaining State Expertise approval for all facilities, including architectural, structural, engineering solutions (HVAC, plumbing & sanitation, electrical, low-current systems, fire safety), cost estimates, and integration of principles for energy efficiency, inclusivity, and seismic resilience.

Preparation of technical specifications and support for the procurement of construction works, equipment, and furniture.

Construction/rehabilitation supervision, including quality control, compliance with environmental, social, and occupational health & safety requirements, payment certification, and reporting.

Supervision during the defects liability period (12 months).

The overall duration of services is expected to be approximately 48 months from the date of mobilization.

Eligibility and Shortlisting Criteria

The MoE now invites eligible national consulting firms from IsDB Member Countries to express their interest. Interested firms must demonstrate the necessary qualifications and relevant experience to perform the services. Shortlisting criteria include:

  • The company must possess proven experience in the design of major overhauls or new construction of buildings. As proof, it shall provide copies of 2 (two) similar contracts successfully completed within the last 5 (five) years, along with supporting documents confirming the completion of works (acceptance certificates), as well as 2 (two) reference letters from clients for these projects.
  • The company must have confirmed experience working under contracts financed by international financial institutions such as IsDB, WB, ADB, or other multilateral development banks. For verification, a copy of 1 (one) such contract, completed within the last 5 (five) years, must be provided along with supporting documents confirming the completion of works (acceptance certificates).
  • The company must demonstrate the ability to assemble a qualified multi-disciplinary team sufficient to perform the full range of services: from design and procurement support to construction supervision, contract management, and warranty period monitoring across multiple sites. In confirmation, it shall provide curricula vitae (CVs) and relevant certificates for all key specialists to be engaged in the project.

Note on Documentation: For the purposes of this EOI, it is sufficient to provide the title pages, signature pages, and certificates of completion for the referenced contracts, as well as brief CVs of key specialists. A full verification of all design and contractual documentation will be conducted at the Request for Proposals (RFP) stage. When shortlisting, only the experience of the Lead Partner and Consortium Partners (Joint Venture) will be considered. The experience of proposed sub-consultants will not be evaluated. Please be advised that the possession of a Design and Estimate Documentation Development License of at least Category II (Second Level), valid in the Kyrgyz Republic, will be an additional requirement for contract award.

Conflict of Interest

Consultants’ attention is drawn to paragraphs 1.12.1 and 1.12.2 of the IsDB Guidelines for the Procurement of Consultancy Services under IsDB Project Financing (April 2019, revised February 2023), available at: https://www.isdb.org/project-procurement/documents

Consultants may collaborate with other firms to enhance their qualifications through a joint venture or sub-consultancy. In the case of a JV, all partners shall be jointly and severally liable for all obligations.

Selection Method

A Consultant will be selected using the Least-Cost Selection (LCS) method among qualified national firms from IsDB Member Countries, in accordance with IsDB Procurement Guidelines.

Submission of Expressions of Interest

Expressions of Interest must be delivered (in person, by courier, or by email) in English and Russian with the subject line: "Expression of Interest – Detailed Design and Supervision Consultant – KGZ-1030" no later than 15:00 (Bishkek time) on February 17, 2026. Late submissions will not be considered.
