The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) toward the cost of the Issyk-Kul Environmental Management and Sustainable Tourism Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

The Ministry of Construction, Architecture, Housing and Communal Services of the Kyrgyz Republic (Minstroy) (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of WW-CW2: Construction of the wastewater collection system and pumping stations in Cholpon-Ata (“the Works”).

Open competitive bidding – International advertisement will be conducted in accordancewith ADB’s Single-Stage: One-Envelope without Prequalification procedure, and is open to all Bidders from eligible countries as described in the Bidding Document.

Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

Average Annual Construction Turnover: Minimum average annual construction turnover of 3,000,000 (three million USD) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.

Contracts of Similar Size and Nature: Participation as a contractor, Joint Venture partner, or Subcontractor, in at least 2 (two) contracts that have been satisfactorily completed within the last 5 (five) years and that are similar to the proposed works, where the value of the Bidder’s participation exceeds $3,200,000* (three million two hundred thousand USD). The similarity of the Bidder’s participation shall be based on(a): Experience in rehabilitation, modernization, or construction of wastewater collection networks with a minimum length of 8 km.
*If the contract value is not in the specific currency, the exchange rate to be used to calculate the value of the contract shall be the selling rate of the
The borrower’s central bank on the date of the contract signing

Construction Experience in Key Activities: 

1. Experience in the construction of a minimum of 3 wet well pumping stations with a minimum capacity of 140KW each, completed within the last
   five (5) years 
2. Experience in the construction of gravity sewers and pressure mains

To purchase the bidding documents in English, eligible Bidders should:

• Notify the Employer of their intention to obtain the Bidding Document and interest in submitting a bid by emailing the Head of PMO (email address: ikemstdpmo@gmail.com) and attaching the scanned notification. Such notifications shall strictly be written under the Bidder’s official letterhead and signed by the Bidder’s authorized representative, indicating the name and address of the Bidder, contact number, fax number, and email address to receive the digital copies of the Bidding Document, further clarifications, and Addenda that may be issued during the bidding process.

Upon receipt of the Bidder’s letter, the Employer will send the link to the full set of the Bidding Documents for the Bidder to download. The electronic version of the Bidding Document is provided free of charge. The Bidder shall be responsible for ensuring it downloads the full set of documents, and the Employer shall take no responsibility for any consequence under this procurement process or thereafter of the Bidder’s failure to do so.

• together with a Bid Security as described in the Bidding Document.

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.

The Employer will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
