Request for Expressions of Interest: CS-01 Construction Supervision Consultant

The Project Management Unit under the Border Service of the State Committee for National Security of the Kyrgyz Republic hereby invites companies to submit Expressions of Interest for the provision of services.

In 2014, the Governments of the Kyrgyz Republic and the Republic of Kazakhstan, as well as the Asian Development Bank (ADB), established the Almaty-Bishkek Economic Corridor Development Program (ABEC) to support regional economic and social cooperation and integration between the Kyrgyz Republic and the Republic of Kazakhstan.

Within the framework of the ABEC program, coordination activities were carried out and practical recommendations were prepared to improve the operation of border crossing points (BCP) between the two countries. This project is a direct result of ABEC's programmatic actions to improve cross-border trade and transport.  

In 2020-2023, the ABEC program prepared recommendations, the preliminary design, and cost estimates for the facilities and equipment of the BCPs Ak-Tilek, Karkyra, and Kichi-Kapka. It was agreed that the proposed ABEC Regional Improvement of Border Services (ABEC RIBS) project would include: (i) improvement of infrastructure and facilities at the BCPs Ak-Tilek, Karkyra, and Kichi-Kapka; and (ii) acquisition and installation of ICT and security equipment at the project sites. Subsequently, under the "Readiness of the ABEC RIBS project", the Detailed Engineering Designs (DED) of the above-mentioned border crossing points were developed and completed in 2025.

On 22 September 2025, ADB approved the “Almaty-Bishkek Economic Corridor Regional Improvement of Border Services” project, with the total amount of ADB loan and grant financing of $30.7 million. The loan and grant are expected to become effective by December 2025. The project is implemented by the Border Service of the State Committee for National Security of the Kyrgyz Republic, acting as the executing agency (EA) and supported by its dedicated Project Management Unit (PMU). The PMU will issue invitation for bids to construct the three project facilities in Q3 2025. The construction activities under the project will be supervised by a dedicated Construction Supervision Consulting (CSC) company.

The CSC consultant will be selected through the Quality and Cost-Based Selection (QCBS) method, with a ratio of 90:10 for the technical and the financial proposals.

Criteria for inclusion in the short list.

The company must meet the following criteria and qualifications:

  • At least 6 years of experience in providing construction supervision services;
  • The proven experience of similar services provided in civil engineering facilities, with at least 2 successfully completed contracts in the last 3 years;
  • Work experience in projects funded by international donor organizations (at least 2 completed contracts).

To submit Expressions of Interest, companies need to register in the CMS (Consulting Management System) of the Asian Development Bank and submit their Expressions of Interest in this system.

The deadline for submitting Expressions of Interest specified in the CMS is defined as: until 23.59 hours on October 30, 2025, local time.

A detailed description of the task and the qualification requirement is specified in the Terms of Reference attached to this Request for Expressions of Interest.
