The Kyrgyz Republic has received financing from the Asian Infrastructure Investment Bank (AIIB or the Bank) toward the cost of the Water Supply and Sanitation Universal Access Program, and intends to apply part of the proceeds for the consulting services for which this REOI is issued.
The consulting services (“the Services”) include developing the engineering design and estimate documentation (DED), and tender documents, including the environmental and social documents for subprojects in Osh oblast. Specifically, the consultant will:

The Project Implementation Unit of the “Water Supply and Sanitation Universal Access Program” under the Department of Drinking Water Supply and Wastewater Disposal under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Key Experts will not be evaluated at the shortlisting stage.
The consulting company must meet the following minimum requirements to be shortlisted:
The attention of interested Consultants is drawn to Section II of the Bank’s Procurement Instructions for Recipients (PIR), setting forth the Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the QCBS (Quality Cost Based Selection) method set out in the PIR.
