Invitation for Bids: Expansion of additional sewer network in Balykchy

Contract No. and Title: IWMP/ICB/CW-25/001: Expansion of additional sewer network in Balykchy

Deadline for Submission of Bids: 6 August 2025 at 15:00 hours (Bishkek Time)

The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) towards the cost of the Issyk-Kul Wastewater Management Project. Part of this financing will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

The State Institution “Drinking Water Supply and Sewerage” (SIDWSS) under the Water Resources Service of the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic (the “Employer”) invites sealed bids from eligible Bidders for the Expansion of an additional sewer network in Balykchy.

The bidding covers two (2) lots:

Lot 1: «Eastern» Construction of sewerage network extension Balykchy – 5.21 km.

Lot 2: «Western» Construction of sewerage network extension Balykchy – 5.82 km.

The Bidders can bid for any single lot, or a combination of lots, and consequently the Employer will evaluate and compare bids on the basis of a lot, or a combination of lots, or as a total of lots to arrive at the least cost combination for the Employer.

International Competitive Bidding will be conducted in accordance with the ADB’s Single Stage – Two Envelope bidding procedure and is open to all eligible Bidders from eligible countries as described in the Bidding Documents.

Only eligible Bidders with the following key qualifications should participate in this bidding:

Minimum Average Annual Construction Turnover

As total certified payments received for contracts in progress or completed, within the 3 (three) financial years (2022, 2023, 2024)

  • For Lot 1: USD 1,800,000.00.
  • For Lot 2: USD 1,400,000.00.

Construction Experience

Participation in at least one contract that has been successfully or substantially completed within the last 5 (five)  years (2020, 2021, 2022, 2023, 2024) and that is similar to the proposed works, where the value of the Bidder’s participation exceeds 

  • For Lot 1: USD 720,000.00.
  • For Lot 2: USD 560,000.00.

The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology, or other characteristics as described in Section 6 (Employer’s Requirements) of the Bidding Documents.

The qualification criteria, also for Multiple Lots, are described in Section 3 of the Bidding Documents.

A pre-bid meeting will also be organized and held for interested bidders as follows:

Bidders are encouraged to provide a Russian language translation to expedite the evaluation of their Bids; however, the lack of supporting Russian translation shall not be considered as a reason for rejecting any bid or in any way influence the evaluation of bids.

Late bids will be rejected. Technical Bids will be opened immediately after the bid submission deadline in the presence of Bidder’s representatives who choose to attend.

The Employer will not be responsible for any costs and expenses incurred by Bidders in connection with the preparation and delivery of bids.
