The Kyrgyz Republic received a grant from the Eurasian Fund for Stabilization and Development (hereinafter - the “EFSD”) in the amount of USD 1,450,000 (one million four hundred and fifty thousand) to finance the project “Development of an automated information system of taxpayer categorization ”taxpayer rating“ and the module of digital profile of the taxpayer in the Kyrgyz Republic” (hereinafter - the “Project”) and intends to use part of the funds to pay for the following consulting services: “Development and implementation of the automated information system ”taxpayer rating“ and module ”taxpayer profile“”.
Consulting services (hereinafter - Services) include development of analytical platform and modules of integration with data sources, development of methodology and module “taxpayer profile”, as well as development of methodology and automated information system of taxpayer categorization “taxpayer rating”.
The total estimated period of Services rendering is 18 (eighteen) months starting from the date of Services rendering as defined in the Contract.
A more detailed description of the Services is provided in the Terms of Reference. The Terms of Reference (TOR) will be provided upon request
The Project Implementation Unit (PIU) under the State Tax Service under the Ministry of Finance of the Kyrgyz Republic hereby invites eligible consulting firms to submit their expressions of interest in providing the Services.
Interested bidders should provide information confirming that they meet the qualification requirements below.
Qualification requirements:
(a) Specific experience in implementing similar projects
The Bidder (individual company or joint venture/consortium) must have at least 10 years of experience in providing information technology services.
If the Bidder is a joint venture/consortium, the responsible partner shall have at least 7 years of experience in the development of systems in the field of information technology, the other partners at least 3 years.
The Bidder must have experience in performing at least 2 (two) similar contracts (projects) for the development of automated tax administration systems.
The maximum number of partners in the joint venture/consortium of the Bidder is 3 (three).
Taking into account that the tax system of the Kyrgyz Republic and the EAEU countries are close in structure, the Contractor's experience in the development of information systems for the tax service of the EAEU countries for the last 5 years will be an additional advantage.
(b) Financial capacity
The average annual turnover of the Bidder (single company or joint venture/consortium) must be at least USD 4,000,000 for the last 3 years (2021, 2022, 2023).
If the Bidder is a joint venture/consortium, the average annual turnover of the responsible partner must be the equivalent of at least USD 2,000,000 for the last 3 years (2021, 2022, 2023) and the average annual turnover of each of the other partners must be at least USD 1,000,000 for the same period.
The Bidder shall submit as confirmation of the above information copies of audit reports for the above period or balance sheet confirmed (certified) by the tax authorities of the country of the Bidder.

It is preferable for specialists to have knowledge of the administrative system, the system of functioning of state bodies.
The procurement shall be conducted by the Quality and Cost Selection (QCS) method in accordance with the Procurement Policy for EFSD-financed projects (revised November 2018) and the Procurement Procedures for EFSD-financed projects (revised November 21, 2018) available on the EFSD website[1].
Potential Bidders may participate in the Procurement individually or in association with others. In case of association, the Bidders shall indicate the form of such association (consortium or subconsultant). All participants in the consortium shall be jointly and severally liable for the duration of the contract.
