The objective of this assignment is to develop a comprehensive, analytical, and practice-oriented foundation for the decarbonization of the cement sector in the Kyrgyz Republic by 2030 through the preparation of an integrated report and a sectoral roadmap. These outputs will reflect realistic greenhouse gas mitigation scenarios, identify barriers and support measures, and assess co-benefits related to air quality improvement and public health. Special attention will be given to ensuring alignment of proposed measures with the targets, indicators, and priorities of the Kyrgyz Republic’s NDC 3.0. The assignment also aims to strengthen the capacity of government institutions, industry stakeholders, and other relevant actors through training and advisory activities, taking into account gender aspects, national data, and international experience.
