Kyrgyz Republic: CAREC Corridor 3 Road Reconstruction Project
Position Title: Consultant for Selection of Consulting Firm for Preparation of Feasibility Study and Detailed Design

The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) for the CAREC Corridor 3 Road Reconstruction Project and intends to apply part of the financing to the subject consulting services.
The Ministry of Transport and Communications of the Kyrgyz Republic (MOTC) intends to recruit a consulting firm (Consultant) to prepare a feasibility study and detailed engineering design for the Project, and assist the PIU in preparing a complete set of bidding documents for procuring the civil works, and the Terms of Reference for a firm for supervising the civil works and serving as the Engineer. The bidding documents must comply with the ADB User`s Guide for Procurement of Works (October 2022), and consultant recruitment will be according to the ADB User`s Guide on the Selection of Consulting Services for Borrowers (March 2022).

MOTC KR hereby invites eligible consultants (“Consultants”) from ADB member countries to express their interest in providing the services. Interested Consultants are requested to provide information confirming the required qualifications and relevant experience to perform the services requested as per the Terms of Reference (the “Expression of Interest”). Consultants are entitled to team up with other firms in the form of a joint venture or in association with sub-consultants to enhance their qualifications.
Based on the Expressions of Interest received, MOTC will, as a first step, shortlist firms that will be invited to submit a full technical and financial proposal for the services. Among these firms, the Consultant will ultimately be selected through the Quality and Cost Based Selection method based on a 90-10 quality-cost ratio with a full technical proposal in accordance with the ADB Procurement Policy (2017) and the Procurement Directive (2026) (both amended from time to time)
