1. Introduction
The Bishkek City Mayor’s Office (the Client) intends to apply a portion of the financing from the Asian Development Bank (ADB) toward the cost of consulting services for Technical Supervision. The project focuses on the energy-efficient modernization of 3 schools in Bishkek to reduce carbon emissions using heat pump technology.
2. Scope of Services
The Consultant will be responsible for the daily technical supervision of construction works, ensuring high quality and compliance with energy-efficiency designs. Key tasks include:
The Consultant will act as the "Engineer" and shall be responsible for the following:
Energy Efficiency Quality Control: Verifying that materials (insulation thermal conductivity, glass unit specifications, etc.) strictly meet the design values required to achieve low-carbon performance targets.
On-site Technical Supervision: Daily inspection of civil works, structural integrity, and "hidden works" to ensure compliance with the Kyrgyz Republic National Building Codes (SNiP).
Contract Management: Verification of Interim Payment Certificates (IPCs), maintenance of site logbooks, and rigorous monitoring of the construction schedule.
Environmental, Social, and Safety Monitoring: Ensuring the safety of students and staff (as buildings may remain partially operational) and monitoring compliance with the Environmental Management Plan (EMP) and Occupational Health and Safety (OHS) standards.
The estimated duration of the assignment is 15 months. All expert inputs shall be provided by national experts, mobilized in accordance with the requirements of the project phases.
3. Joint Venture and Sub-consultancy
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a subconsultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
4. Qualification Requirements
The Client now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience:
Core Business: The Consultant shall demonstrate at least five (5) years of continuous experience in construction supervision and/or contract administration of building works. Firms that do not meet this requirement will be considered non-responsive.
The assignment is expected to be carried out primarily by national consulting firms with demonstrated experience in construction supervision within the Kyrgyz Republic. Particular emphasis will be placed on experience in similar building renovation and energy efficiency projects under local conditions and regulations.
Technical Experience: Proven track record in at least 2 projects related to energy efficiency within the last 5 years.
Experience in donor-funded or public sector projects is an advantage, but not mandatory.
Association: Consultants may associate with other firms in the form of a Joint Venture (JV) or a sub-consultancy to enhance their qualifications. Note: Consultants may associate with other firms if necessary; however, no preference shall be given to joint ventures or associations.
Key Experts: Firms shall provide a list of key experts (no detailed CVs required at this stage). The proposed experts will be assessed on a pass/fail basis only, considering general qualifications and relevance to the assignment. Detailed evaluation of personnel will be carried out at the proposal stage.
5. Selection Process
Consultants will be selected in accordance with the CQS method set out in the ADB Procurement Policy 2017 (Policy) and Procurement Directive for ADB Borrowers (2026, amended from time to time).
Under CQS, the Client will evaluate the Expressions of Interest (EOI) based on the following criteria:
The highest-ranked firm will be invited to submit a combined Technical and Financial Proposal and negotiate the contract.

7. Submission Instructions
Interested consultants shall submit brief responses (maximum 1–2 pages) addressing the following:
Approach to ensuring compliance with energy efficiency requirements (e.g., insulation, heat pumps, other energy-efficiency measures);
Approach to supervision of works in operational buildings (safety and coordination);
Quality assurance and quality control procedures, including inspection of hidden works;
Approach to contract management and construction schedule monitoring;
Approach to coordination with local stakeholders and authorities.
