Invitation for Bids: Modernization of the Karagoo – Alamedin - Norus off-farm Canal and the on-farm system Karagoo, Alamedin district, Chui region, installation of an automated SCADA system and digitalization, comprising of 3 Lots

The Kyrgyz Republic has received financing from the Asian Development Bank (ADB) toward the cost of Climate Change and Disaster Resilient Water Resources Sector Project – additional financing. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

The Water Resources Services under the Ministry of the Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic (“the Employer”) invites sealed bids from eligible Bidders for the OCB № W-OCB-4 Lot # 1: Modernization of the Karagoo – Alamedin - Norus off-farm Canal and installation of an automated SCADA system and digitalization, OCB № W-OCB-4 Lot # 2: Modernization of the Karagoo – Alamedin - Norus off-farm Canal and digitalization, OCB № W-OCB-4 Lot # 3: Modernization of the on-farm system Karagoo, Alamedin district, Chui region and digitalization (“the Works”).

Open competitive bidding – international advertisement will be conducted in accordance with ADB’s Single-Stage: One Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:

Lot № 1

• Minimum average annual construction turnover of KGS 170,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
• Participation as a contractor, or subcontractor, in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds KGS 200,000,000.00 

Lot № 2

• Minimum average annual construction turnover of KGS 140,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
• Participation as a contractor, or subcontractor, in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds KGS 170,000,000.00. 

Lot № 3

• Minimum average annual construction turnover of KGS 70,000,000.00 calculated as total certified payments received for contracts in progress or completed, within the last 3 years.
• Participation as a contractor, or subcontractor, in at least one contract that has been successfully or substantially completed within the last 5 years and that is similar to the proposed works, where the value of the Bidder’s participation exceeds KGS 85,000,000.00.

To purchase the bidding documents in English, eligible Bidders should:

• write to the address above requesting the Bidding Documents for Modernization of the Karagoo – Alamedin Norus off-farm Canal and the on-farm system Karagoo, Alamedin district, Chui region, installation of an automated SCADA system and digitalization, comprising of 3 Lots and pay a nonrefundable fee of USD 100 or KGS 8 700 by bank transfer to the following account.

Deliver your bid

• on or before the deadline: May 18, 2026 - 15:00 (Bishkek time).
• together with a Bid Security as described in the Bidding Document. 

Bids will be opened promptly after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend.
