Project Manager of Ferghana Valley Irrigation Partnerships Project (FVIPP)

Representative Office of HELVETAS Intercooperation GmbH in the Kyrgyz Republic is looking for a Project Manager of the Ferghana Valley Irrigation Partnerships Project (FVIPP)* 

*The main aim of the Ferghana Valley Irrigation Partnerships Project (FVIPP) is to accelerate the adoption of efficient irrigation technologies in water-constrained agricultural areas of southern Kyrgyzstan and northern Tajikistan. The FVPP will operate in Kyrgyzstan and Tajikistan. 

The position will be responsible for project management in Kyrgyzstan and Tajikistan with a duty station in Bishkek or Osh.

The duration is 7 months with the potential for extension  

Main tasks:

• Leads the FVIPP in all aspects of project cycle management;
• Provides leadership and fosters an atmosphere of cooperation among project staff and partner organisations to achieve project objectives;
• Introduces and maintains a proper planning and monitoring system to ensure the quality control of the project’s outputs and expected outcomes;
• Establishes and monitors agreements/contracts with partner organisations;
• Recruits and supervises project staff and mobilises required technical assistance;
• Manages and controls project funds, ensuring that they are utilized in the most cost effective manner. Checks and approves narrative and financial reports of partners; 
• Ensures the timely preparation of annual internal budgets and financial reports, providing explanations on over- or under-expenditures; 
• Makes sure that local legal requirements and local administrative regulations are followed in the execution of the project;
• Represents the project in regular contacts with the Governments of Kyrgyzstan and Tajikistan and other national and international partners.

Qualifications: 

• High degree in business administration, economics, or a similar domain, preferably MBA;
• Solid know-how in integrated water management/irrigation / on-field water application;
• A minimum of 5 years’ relevant work experience, preferably in project management;
• Result-oriented project management (logical framework approach);
• Social competence and communication skills;
• Motivational leadership style and team building skills;
• Excellent reporting and writing skills;
• Negotiation skills;
• Excellent knowledge of English, Kyrgyz, and Russian.
