SME
The possibilities of coordination at sector level are perhaps the greatest and could be used as a mechanism for better coordination and increased transparency within a particular sector.
In Kyrgyzstan, coordination occurs in several sectors through joint sector assessments, evaluations, donor meetings and round table discussions.
These meetings are used for information sharing and there is a need to encourage like-minded donors to work together in particular areas to support sector reform programs that are based on a country’s long-term vision for its development.
Coordination in SME sector
SME sector coordination takes place unofficially on a daily basis but more formally and officialy in the form of bi-monthly SME Roundtable meetings of donors to discuss projects and initiatives related to SME development in the Kyrgyz Republic.
These roundtable meetings began in 2000 and are being chaired by donor representatives involved in SME development. These meetings have been chaired by USAID, TACIS, Swiss Cooperation office, GTZ, JICA. The chairperson rotates on a six month basis.
The meetings are attended by donor project leaders, foreign and local experts, representatives of government and private agencies. Recently, a special effort has been made to attract more business representatives to these meetings.
Usually, each meeting focuses specific issues that affect the SME sector and proposes further actions by donors and other stakeholders. These meetings are also used as a venue to introduce new donor projects that will be working toward improving the SME environment and specific sectors of the economy. The last few of meetings have focused on topics that affect local and foreign businesses, including Amendments to the Tax Code, Commercial Arbitration and Property Tax.
Recently, it was proposed by the donors to make the work of this SME Donor Group a bit more formal and structured, with a more formal structure, board and participation of local business representatives. Members are considering this idea now.
